Hi Andew: Many of the administrators you reference are mandated by the Feds for the $$ that come from them. If you think there is extensive waste and fraud in the public K-12 system I seriously encourage you to investigate.
Part of my career has been planning and designing K-12 facilities. These cost $$, and people would say "Why do we need a bond for this? There's plenty of waste we can wring out to pay for them."
There was lots of investigating, At the end of the day there was no "waste" to make mention of.
